This is the point at which most Indonesian certification projects stall before they start. The engineering is settled, the test reports are ready, and then someone discovers that the company which commissioned all of it cannot be named on the certificate.

Why route two deserves more thought than it usually gets

Appointing your distributor as certificate holder is the path of least resistance, and for many products it is the right answer. But it is a commercial decision wearing an administrative disguise.

Ministerial Regulation 3 of 2024 contains no provision for transferring a certificate from one holder to another. If the relationship with that distributor ends, you do not hand the certificate to the next one. Plan on the assumption that whoever holds it, holds it.

Manufacturers who understand this early tend to do one of two things: keep the certificate inside a company they control, or accept the dependency deliberately and write the commercial agreement accordingly. What causes trouble is discovering the constraint three years later, mid-dispute.

What the register shows about who actually holds certificates

From our snapshot of the public certificate register — 115,687 certificates, normalised to 5,199 distinct applicant entities:

  • 69.98% of brands appear under a single applicant. One brand, one holder.
  • 20.18% appear under two or three applicants, and 2.29% under more than ten.
  • The twenty largest applicants together account for 26.37% of all certificates ever issued.

The pattern behind those numbers is worth stating plainly: the applicant column is frequently an agent, importer or distributor rather than the brand owner. A brand appearing under many different applicants usually indicates parallel importers each certifying independently — which is legal, and which also means the brand owner has limited visibility over who is placing its products on the Indonesian market.

Obligations that follow the holder, not you

Whoever holds the certificate carries the compliance duties attached to it. Under Ministerial Regulation 3 of 2024 those include applying the required label, reporting evidence of label production within 30 days, and submitting changes to the holder’s registered name or address within 30 days of those changes being approved by the competent authority.

If your distributor holds the certificate and neglects these, the exposure sits with them — but the disruption to your supply lands on you.

Methodology

Applicant figures are derived from a snapshot of the public certificate register taken on 1 August 2026. Company names in the register are recorded inconsistently — roughly 6,400 raw spellings resolve to 5,199 distinct entities after normalisation, and brand names similarly resolve to 6,387. Percentages are computed after normalisation. We publish aggregate statistics only.

A representative office and a company able to import and trade are not the same thing in Indonesian law. This is worth checking against what your entity is actually licensed to do before you build a plan on it.

Can two of our distributors each hold a certificate for the same product?+
