This single question decides more of your Indonesian certification budget than any other. Retesting a multi-radio device is expensive, slow, and requires shipping samples. Avoiding it is worth checking properly rather than assuming.

Neither route is a shortcut or a penalty. They are two normal paths, and which one applies is a matter of fact rather than negotiation.

Two conditions people get wrong

The laboratory must be designated — not merely accredited

An ISO 17025 accreditation, a CE test report or an FCC grant does not by itself make a laboratory acceptable to the Indonesian authority. What matters is whether that laboratory appears on Indonesia’s own list of designated foreign testing bodies. Ministerial Decree 13 of 2025 sets out the current list, and its stated period runs to the end of 2026 — so this is a list to check at the time of filing, not one to memorise.

The report must cover the standard Indonesia applies

A report against a European or American standard is not automatically a report against the Indonesian technical standard for that feature. Indonesian standards are issued per radio feature, and a single device often falls under more than one at once. A report that covers your Wi-Fi but not your wireless charging coil leaves you with a gap you will find late.

Report age

For handheld devices — mobile phones, handheld computers and tablets — Ministerial Regulation 3 of 2024 requires the test report to be no more than five years old at the date of application. This is a firm cut-off, not a guideline, and it catches long-lived product lines that have been on sale for years without a fresh report.

You will find English-language sources quoting four years. We state five because that is what the current regulation says for this device class.

The mandatory attachments, whichever route applies

Every application under Ministerial Regulation 3 of 2024 carries the same core attachments: the test report, the technical specification, a declaration of conformity, and colour photographs showing the brand and type. Conditional attachments are then added depending on the device — among them an agreement with an operator for signal boosters, IMEI documentation and a GSMA listing for cellular devices, an appointment letter where the applicant is a distributor, and trademark documentation where the applicant is the brand owner.

The application clock does not start until the file is complete. Missing attachments do not put you at the back of the queue; they keep you out of the queue.

What we would check before you commit to anything

  1. Which Indonesian technical standard applies to each radio feature in the device
  2. Whether the laboratory that produced your report is designated for the current period
  3. Whether the report’s scope covers every applicable standard, not merely the main one
  4. For handheld devices, whether the report is inside the five-year limit
  5. What remains to be tested, if anything — a partial gap is usually far cheaper to close than a full retest

Methodology and sources

Regulatory statements on this page are taken from Ministerial Regulation 3 of 2024 and Ministerial Decree 13 of 2025 as published in the Ministry’s legal documentation system. Because Decree 13 of 2025 states a period ending 31 December 2026, the designated-laboratory list should be verified at the time of filing rather than relied on from memory. Where we are not certain a rule generalises beyond the device class it is written for, we say so rather than extending it.

Questions we are asked

We have a CE and an FCC report. Is that enough?+

They are useful evidence and often overlap substantially with what Indonesia requires, but neither is automatically accepted. The question is which laboratory produced them and what standards they cover.

Can we mix routes — use our report for some features and test the rest locally?+

In practice this is the most common outcome for multi-radio products, and it is usually the cheapest one. It is worth mapping deliberately rather than discovering feature by feature.

How much does local testing cost?+

It depends entirely on how many standards apply, and that is exactly what we determine first. Anyone quoting you a figure before seeing the radio features is guessing.
