What Indonesian type approval costs, component by component

There is no single price for SDPPI certification, and a consultancy that gives you one before seeing the device is guessing. What can be set out honestly is the structure: which components exist, which are fixed by regulation, and which vary with your device.

In short. Three components. The official PNBP fee paid to the state, laboratory testing fees if sample testing is required, and the consultancy fee. Which route your device takes changes the first two substantially — in opposite directions.

Only the first is fixed by regulation. The other two depend on the device.

COMPONENT 01
Official certificate fee (PNBP)

Set by Government Regulation 43 of 2023 and paid to the Indonesian state, not to us. The amount depends on the device category and on which route the application takes.

COMPONENT 02
Laboratory testing

Applies only on the sample testing route. Typically starts around IDR 2 million, but the range is wide: every additional radio module means additional RF, EMC and safety parameters to test.

COMPONENT 03
Consultancy fee

Classification, document preparation and review, test report coordination, filing through OSS and e-Sertifikasi, and deadline management. Scaled to the complexity of the case, quoted after we have seen the specification.

The route you take moves the cost in two directions at once.

This is the single decision that most affects your budget, and it is decided by whether you already hold test reports a recognised laboratory issued.

Route A · Sample testing
Lower official fee, plus laboratory cost

The PNBP certificate fee is lower — in the region of IDR 12 million at the upper end, depending on device category — but you add laboratory testing fees and the calendar time that laboratory scheduling costs you.

Route B · Document evaluation
Higher official fee, no laboratory cost

Where test reports from a laboratory recognised by SDPPI or covered by an MRA are accepted, the PNBP certificate fee is higher — it can reach the region of IDR 50 million — but there is no laboratory bill and no sample to ship, and the process is considerably faster.

What actually moves your number.

Four variables, in roughly the order they matter.

Number of variants

Each variant or device type is generally treated as a separate application, with its own official fee.

Number of radio modules

Wi-Fi plus Bluetooth plus cellular means more parameters tested, and more standards cited on the certificate.

Test report availability

A report from a laboratory recognised by SDPPI or covered by an MRA can remove the testing component entirely.

TKDN requirements

Cellular devices frequently require local content certification as well, which adds both cost and calendar time.

Getting the route wrong is the expensive mistake

Companies that assume sample testing when their existing reports would have been accepted pay for testing they did not need and wait weeks for a laboratory slot. Companies that assume their reports will be accepted when they will not budget for the wrong route entirely. Establishing which route applies costs nothing and should happen first.

Questions about cost

Can you give a total figure before seeing the device?+

No, and you should be wary of anyone who does. Until the radio modules and variant count are known, neither the official fee nor the testing cost can be established. The classification that produces those numbers is free.

Are the PNBP figures on this page current?+

They are indicative and drawn from Government Regulation 43 of 2023. Tariffs change, and the authoritative source is sertifikasi.postel.go.id. We verify the applicable figure for your category before you commit to anything.

Is the official fee paid to you?+

No. PNBP is paid directly to the Indonesian state through the official payment system after the invoice is issued. We guide the payment and track the deadline, but the money does not pass through us.

Does a certificate cost anything to maintain?+

The certificate carries no renewal fee, because it carries no expiry date. What runs on a three-year cycle is the holder’s right to keep importing or manufacturing that device — a different thing, explained in full on the validity page.

Do multiple variants get a discount?+

The official fee per application is set by regulation and does not discount. Our own work does compress across a product family, because the classification and much of the document set are shared.
